Delivered at the Liveable Cities 2026 Conference, Manchester UK on June 18th. ICAM brings together nine of the world's leading animal welfare NGOS's and together we work to change how communities manage free roaming dogs and cats. Our vision is simple. Communities where animals and people thrive together. And to get there, we need dog dog friendly cities. Over half of the world's human population already live in cities. And by 2050, that figure is expected to rise to more than 2/3. Where people go, companion animals, dogs and cat follow. They're all domesticated, including those born on the street. And they rely on people for food, care, and company. Right now, close to 60% all dogs, and 75% of all cats in the world are free roaming.

Thus we should strive to provide as humane a death as possible for an individual animal where euthanasia is considered the best option, based on a range of criteria. These criteria should be primarily related to the current and future welfare state of the animal. There are four primary criteria that ensure death caused by methods of euthanasia is humane2 . The method must: 1. minimise pain and discomfort 2. achieve rapid3 unconsciousness followed by death 3. minimise animal fear and distress 4. be reliable and irreversible.
